Extreme Exam

The article reports that gender testing is not required unless it is requested by officials or rival team protests. "KP Mohan, a sports journalist, said athletes were usually examined by a team of doctors, including a gynaecologist, endocrinologist and psychologist, and put through physical and clinical examinations during a gender test."
How is it that last year she was "cleared" as a female and this year she is not? The whole thing seems unfair to me. Are male athletes gender tested? Isn't gender how one chooses to define one's sexual identity versus one's actual sex?
Has anyone ever heard of this before?
